Provide GMs with updated, better tools to allow them to do their job easier. To offset auto-CC, create it so that they are in a position to input maps COMPLETELY undetected, not just invisible (many auto-CC is able to read the variable that Maplestory Mesos counts the number of players on a map so invisibility doesn't operate on them). Allow them tolocate anyone, irrespective of online or offline mode. Or even better, REMOVE OFFLINE MODE ENTIRELY so individuals can not hide them behind.

Change the rules for players who are prohibited from the older system to something that will work in today's version of the game. Hackers do not care about positions, they never have. If a participant is prohibited, they shouldn't be removed from the rankings - doing so makes it simpler for them to go unnoticed from everybody. Instead, the second opportunity rule should be such: initial ban is removal from positions prior to the character is allowed to be tucked again (3 day, 7 day, X day ban = off rankings for the duration of the ban, is put back on the positions after unbanned), and after two bans, it is a permanent removal from the match. For players who've already been banned double for hacking, their account may be banned permanently to guarantee they don't benefit from this rule change. If they have hacked twice previously, 9.9 times out of 10, they are hacking .

The last point is a bit more wishful than others, however, the problem still stands - they are getting away with everything since the rules have been much too lenient and the recent methods of banning players are so obsolete (whispering people???) That something should change. The reason why it was so prominent was because they had been the very first players on Reboot to hit 250. If someone else struck 250 then, then yeah, I could know where you are coming from, but this was a critical point from the server's development, and that is something which I would assume people would understand about. Especially people that are supposed to know enough about our server to conduct it.

It's not a matter of 'they did not know Kraane and Daxi so that they do not know anything about the host', but I have an issue with GMs taking care of servers without having ever taken just one glance at the rankings to see just what's happening. Within the top 100 on Reboot, there is a totally disgusting amount of Kinesis and Blaze Wizard hackers, many of these having been reported via Live Chat and nothing has been done about them. This is easily accessible knowledge and that is exactly what I wanted to state. It was only that conversation that sparked the recognition, MS2 Mesos was not the only thing which caused me to realize that they didn't reveal much understanding of this match.
